Can I have a Canadian ISSN number while printing my magazine in other countries to reduce the cost?
I asked Library Archives Canada and they say you have to print your magazine at a Canadian publisher in order to get a Canadian ISSN. When I ask if I could print it in Mexico or China, they say you cannot. However, I'm thinking that if I start my own publishing business in Canada and print everything in Mexico or China, would that make my magazine eligible for a Canadian ISSN since I'm publishing using a Canadian publisher?
I doubt that ISSN number has a direct relation to a physical location of your publisher. It's international code anyway and may vary only in case you want to have several editions of your magazine depending on a country. In this case you'll have different titles and therefore different ISSNs.
